Usually, fermented rice is cooked and allowed to cool for a bit, then mixed with yeast and sometimes a little sugar, as in Thailand’s khao mahk. It then sits at room temperature for several days, until the yeast has had a chance to work. There should be liquid visible in the container when the rice is ready to eat. In India, brown rice is usually preferred, as the widespread vegetarian population seeks to gain as much nutritional value from it as possible. Brown rice is only hulled on the outside, preserving complex carbohydrates from the intact bran and many more nutrients than refined white rice.

Reis enthält 70–75 % Stärke neben 7–9 % unlöslichen, eiweißartigen Stoffen, die aber durch Einweichen des Reises in ganz schwacher Natronlauge größtenteils gelöst werden. Man zerreibt den Reis dann in einer Mühle unter beständigem Zufluss schwacher Lauge, behandelt den Brei in einem Bottich anhaltend mit Lauge und Wasser, lässt kurze Zeit absetzen, damit sich gröbere Teile zu Boden senken, und zieht das Wasser, in welchem reine Stärke suspendiert ist, ab. Aus dem Bodensatz wird die Stärke in einem rotierenden Siebzylinder durch Wasser ausgewaschen, worauf man sie durch Behandeln mit Lauge und Abschlämmen vom Kleber befreit. Die zuerst erhaltene reinere Stärke lässt man absetzen, entfernt die obere unreine Schicht, behandelt das Übrige auf der Zentrifugalmaschine und trocknet die reine Stärke.

I have read at many places that the water used to wash rice prior to cooking is rice water. But, that is not the actual rice water. You may collect it but it will not give you the full benefits. Instead, you should boil the rice in more water than usual quantity you use so that the rice does not absorb all the water and strain the extra water. This water is the actual rice water which is full of nutritional benefits.
